Is it capable of planing?

I have a 2006 Tracker Super Guide V14 with the same year 25hp Mercury 4 stroke fuel injected motor. Under “normal” operating conditions (7,500 ft elevation, approx. 700 lbs with standard equipment, 6 gal of gas, 2 batteries, and me 220 lbs) is this boat capable of getting on plane?

I know there are quite a few things that can/should be done to improve performance, but at my altitude, if optimized, does the motor have the power to push the boat up on plane?

The Motor will not be making 25hp at 7500 ft above Sea Level, it might make between 18 to 20 hp. so that is one factor, it will also require a substantial reduction in Prop Pitch to run in the WOT Rpm Range.
The EFI should sense the reduction in Air Density and adjust the amount of Fuel used, so that will be One less thing to worry about
Is that 700 lbs include the Gas, the Batteries, and You? How Much does the Boat and the Motor Weigh?
It might plane it, and if it does, it will not be Rocket
