Looks like you have a short shaft instead of a long shaft. It will need a longer motor or cutting down the transom.
Post some more pics of the bolt holes and transom where it goes thru.J

The anti cavitation plate should be even with the keel of the boat. Your is a couple of inches too high. This will cause some loss of performance but not what you are seeing.

The high engine is not the cause of your speed being slow. Your engine rpm is way too low. You should be getting 5000 to 5500 at WOT. What size propeller do you have on the engine?

If you are running a 13x17 prop and are only getting 4100 RPM, you have a dead cylinder.

You need to do a spark check on all four cylinders. If that checks out, do a compression test. Either you have one cylinder with no spark or a dead cylinder from low compression.

You could have a coil going bad, but they usually work ok when just started, then would start to fail when they get hot.

I think you should run her, get her warmed up, then do a spark check.
It needs to be a bright blue spark and be able to jump a 7/16 to 1/2 inch gap.

Also, I would try a couple of good decarb treatments. Your engines compression should be in the 150 psi range. You are pretty low all around.

That was weird. This morning when I read the post, it said 'mostry', now it says moisture. Maybe my browser is shot.

No, moisture won't cause a constant rpm of 4100. It will cause the engine to miss and run erratically but you have not indicated that this is the case.
