Is my motor governed down?

I am no engine expert, but do you really want to run it at high RPM's with no load on it?

Have you ever revved your car motor in park or neutral?
I said rev to see if it would go over 3500 not set there for hours.
Rpms are rpms no matter if loaded or unloaded.

Two strokes are known have a habit of running away, out of control, even with the ignition turned off

Have you resolved this issue? I have the exact same problem with my 2019 18’ pontoon boat with a 9.9 mercury pro kicker.
No one from Cabelas or Mercury marine has an answer for me. Any help would really be appreciated!

Two years would be a long time to drag on ... even at just 3000 RPM.
