Is my outboard charging system working?

I have a 96, 115hp Evinrude. I have no reason to think that the charging system is not working, but how do I know for sure, if it is?

I would say that you could just put a voltmeter on your battery with the engine off. Then start the engine. If the voltage goes up, it's working !

The only sure way is with an ammeter hooked into the circuit to measure charging amps, but agree that if it's putting out 14-16 volts and you're not having any problems, you can be pretty sure it's working right.
