is my whole cam follower assembly missing? pics

i bought this motor yesterday and the throtle will not open the carb, im not really sure what im looking at here but i think i may need a whole cam follower assembly. let me know what you think. i believe its 1969 johnson 20hp. Thanks, Dennis

got it figured out, someone put a carb on it with electric choke parts hanging off from it, and i thought it all needed to be connected, but it works just fine with the extra parts. Thanks, Dennis

I was looking at the diagram, that's a 68 by the looks of it and nothing is missing in the pic, the choke rod like you said goes to a choke solenoid.
