is needle valve missing?

I have 1983-70hp carbs never could get it to run right "bogs down" Anyway, I have discovered the needle valves are missing as they are shown in the blow up pic below. Was this because of some kind of service bulletin?

That's OK.

Those were either/or.

They either had needles (30, 31) or fixed jets (25, 26, 27) depending on the model, but they should be the same way on all three.

At your elevation you should be running with the stock 70HP jets; check with your dealer for the correct ones. I think those are 68M low and 52D high.

42 is shown as the jet where the needle is not used.

mine has three jets, high speed in the bowl, idle, on the side and idle itermediate on top, is that right?

Thanks ezek, I'm trying to put these 1983 carbs on a 1985. The local dealers machanic said they should work but No matter what I do it still bogs down. I have the 1983 omc johnson manual and have followed it exactly. I rebuilt these carbs several months ago and they never worked right even on the 1983 motor, which is where I put the 1985 carbs and it worked great. I have soaked these carbs a couple of times. I am running out of options here. I am thinking about getting carb kits again and trying one more time. Am I missing something?
