Is the screw-on cartridge on my 2001 4.3L fuel system a good enough fuel filter?

Yes, if you change it yearly, and check the contents of the old filter to see what is happening.

Just turn it over in a clear jar?

Yes. Then you can see if you are getting water build up or not.
