Is the prop always supposed to be able to spin?

im sorry, this is probably a dumb question....
but is the prop always supposed to spin freely?
when its not running, even if i move the throttle forward or reverse, im still able to spin the prop...normal?

p.s. i just got the boat and i dont know much about them. ive never tried starting it yet, bad starter. 71 merc 800

Well if it's in neutral then the prop should spin, but usually when you put it in forward or reverse gear the prop shaft should then kind of lock so you cant turn the prop full rotations etc.
