Is there a service bulletin for evinrude 89' E70TLCEM

I have an 1989 evinrude E70TLCEM 3cylinder and was wondering if anyone had the service bulletin for the Tstat and seal and the Temp switch this outboard or if there is one? I have researched on here and found information about new parts for these. I just want to make shure they are for my outboard, any help would be appreciated.

bulletin #2276 Rev 1 shows how to drill the cylinder block to relocate the tell-tale water outlet to bleed out any trapped air which can cause localized overheating. The parts come with the factory water pump kit and are for 1986 throu 1994 70hp engines

the other bulletin is for the temp switch to signal overheating, the new switch is # 584166 and has a tan wire with a blue stripe for 1985 thru '91 motors.
