Is this a 4stroke?

This is selling on a craigslist add close to my home as a four stroke. I obviously have my doubts. Anyone have any info on this motor? He also said it has 4 spark plugs and that is why he thinks its a 4stroke? Well we all know that's not exactly the case, but why does he think it has four plugs? Did Johnson ever do this to a 15hp? Its obviously not a four cylinder. Could he be talking about the wires going to the coils or something? What year would your guess be on this motor?

nope not a 4 stroke. Guessing at the year it must be mid seventies or so. Good motor!

real simply put that is most DEFINITELY not a four stroke, for one ask him if he mixes oil in the gas... if he says no walk away because he's ruined a good little motor. four stroke engines for boats were virtually non existant until very recently thanks to our good friends from the epa who also did away with the two stroke dirt bike... bastards...
