Is this a live well?

It was in the boat when I bought it? Wonder if its original to the boat and if so where is the best spot for it?

A live well will have a way to recirculate water thru it.

Doesn't look like a live well to me. I'd think maybe a fish box- partially fill it with ice in the morning,
put caught fish in it during the day.
