Just changed impeller on 93 115 Mercury, followed the service manual to the letter, done a few before, it’s pumping water healthily as you would expect.

Once completed I thought I’d test it before heading to the coast - noticed this, is it normal? It’s flowing out the pisser as normal, just assume this is some sort of overflow for excess water?

It's a Drain. The Exhaust Tube is surrounded by a Water Jacket, for silencing. It has an small drain for draining and and to ensure the water in the jacket doesn't get too hot. Once out of the jacket, it also has to exit the housing. You normally don't see a lot of the drains and discharge points as they are under water at low speed, and/or in locations you aren't sticking your head near at high speed
