Is this slow mode or fouled plugs?

Johnson 150 jl150PLEES. 99.

Can anyone tell me if this is slow mode or fouled plugs? I sprayed deep creep into the cylinders and soaked the plugs in it for a bit. I blew it all out with the compressor but did i foul the plugs? I pulled them out and they are wet with brown stuff... I don't think the gas is too fresh either.

If it's in slow mode how do i go about getting it out? I have put new temp sensors new t stats in... it does rev upto around 2000 rpm then does this.. i read something about a diode? I have the red plug wiring harness is it in there somewhere? thanks... the boat tries to get on plane but cuts out at 2000 rpm

Is your telltale working?
If not thatd put it in slow mode

Wet with brown stuff dosent sound right.
Is it hard starting?
Overnight what do your plugs look like the next day?

tell tale is shooting a good stream and it's cold water... The engine starts right up. but will not rev. I have read that slow mode resets when restarted and this doesn't work for me. I pulled the plugs right after i took it out of the water and they are brown and wet wiped em and the towel is brownish.

ya all wet and all brown i'll take a pic... see all the brown sauce on the plug washer in the one pic?

I soaked the plugs in seafoam deep creep for carbon build up and sprayed that into the cylinders and started it up. it smokes pretty bad with the rpms up. The water pressure is good and I assume it's cooling. where do i located the diodes? I don't know the model number but it's a 95 johnson 150 wiring harness.
