I would think they could solve a lot of problems by implementing a two factor authentication scheme. For additional security and a potential money maker they could allow sellers to opt for biometric or physical token devices. So even if you fell victim to a phish scheme, it still would not matter because of the additional authentication step.

This was mandated in the banking industry for this very reason and i am surprised paypal hasn't adopted it either.
