J140TLCIM charge rate

I have a johnson v4 140 engine code j140tlcim

upon purchasing it there was some wiring that was broken, going to what would be called the rectifier on the wiring drawing, (it's a small triangle shape with 3 wires coming out of it, no watercooling) part number 582307

so we rewired this and checked the charge of the battery, it seems to be reading about 12v but going up in voltage by 0.1v every 30-45 seconds, is this right or should it be at 13v or more to be charging correctly?

Also the diagram isn't too clear we have wired it correctly however its unclear if that is the charge rectifier as it under the ignition system diagram

The rectifier is part of the battery charging system.------Voltage should be higher !----Also should check the voltage regulator on this motor.

That's what we thought, how do you test the voltage regulator? Also how do you go about testing the rectifier is functioning properly

Not related , but have you done a compression test on this motor ?------Have you done an ohm test on the stator yellow wires ?
