J60PL4SN Low fuel pressure no residual

Indications:

Only will spin up to 3000 RPM under load. Doesn't hit rev limiter. Runs smooth. No active faults via 4SDS. All voltage tests within spec. The only time I can get the rev limiter to kick in is in neutral. After initial start up it sometimes stalls on acceleration. Does not stall on deceleration. Only shows 26 PSI fuel pressure. No residual pressure.

I am thinking I need to pull the VST and inspect float, needle, seat, test pressure regulator and clean screen.

Thoughts?

I guess I am wondering what holds the residual fuel pressure in the system. Is it the regulator?

Well, Had to tear into the VST. The pressure regulator tests bad. Gonna order one. Hopefully that also solves the no residual pressure.
