Jack plate problem

My jack plate is all the way down and I cannot get it to come back up. The pump will activate going down but, will not do anything when I flip the switch to raise it back up. Have I hit some sort of limit switch? I REALLY need to get this motor back up.

It'd help to know what brand it is but it'll either have solenoids or relays for each direction.

Sorry, I guess a brand name would help. Cook Mfg. is the brand. The model number is blocked by the plate. I think it is model 7200 [guessing]. It would appear as though only the pump and motor assembly are mounted outside the boat. Are the solenoides internal to this unit?
