Joe Reeves timing on 70hp

(1976) Had a question or two on the timing procedure. It says to put it at full throttle AND move timer base to rubber stopper. Then crank over and set 4 degrees less than spec. It has the neutral switch which will not allow it to crank over in gear, I basically disconnected the linkage to the timer base, moved it to the stopper, and left the shifter in N?? Im bogging down at 1500-2000 rpm only when i throttle up slowly and wondering if I didn't time it properly.

you have to jump the starter solenoid to do it correctly. start from square one.
