John's 15hp 1988 wont go I reverse and weird sludge

I replaced the water pump on this 1988 15 johnson and when I put it bacj together there was no reverse. I'm not sure if it ever went in reverse but I seem to remember that it did. Maybe the motor has to be running to reverse? I figured maybe I mucked up the couple so I pulled it off to redo it and found thu s weird whitish sludge. I only ran it in a barrel so I didn't know if this is normal or bad bad news. Any help would be appreciated.

Also is it normal for some water to come through the exhaust on a motor with a tell tale? This is the first motor ive had with a pee hole. There wasn't much water coming out of the exhaust but there was some.

To answer your second question, the tel tale only lets some of water out, the majority exits thru the exhaust.

well there was a piece inside of the motor blocking the shifter from turning into reverse so with the slight adjustment is not able to shift into reverse. I then turned my attention to the water flow problem I called my local Johnson dealer and he said that that's normal too when it's idling only dream to come out of the pee hole until you open it up a little bit more and then more water will come out of the exhaust. as for this but it's probably carbon I would assume coming from the sea foam that I put in the gas maybe that's the foam part of the sea foam. I opened up the oil plug and the oil looked good. Next test is gonna be on the river.
