Looks like the top cylinder is not firing properly.-----Running to cool in the cylinder..-----No spark.-----Poor compression.-----Flooding carburetor.---Water leaking into the cylinder.---Reed valves damaged.----Crankcase compression issues.-----Plug wire issues.-----Up to you to do some trouble shooting.

Clean the plugsRun the motor for a minute. Pull off the ht leads and ground them. With primer bulb firm turn the engine over (with hose attached to LU still) with the starter for about five seconds. Remove each plug, they should both be wet. Light that wetness to check it explodes, it may be wet with water. It looks like your top one could be wet with water or no spark
