Is the water tube to the motor damaged ?----Is the grommet in place in the discharge of the pump ?------I would install fitting to each cylinder head to use a water pressure gauge.-----Is that cylinder head flat ?-----They all warp with time !

Is this in a barrel or on muffs? Muffs come in varying levels of utility.
Also are you very sure photo 18 isnt a blockage on the right

i ran hose water thru the outlet of head and the water went thru fine. all the visible holes look clear. the head gasket was on right . when at idle the port side water flow comes out like a garden hose on your house taking up the whole ID of the hose. The starboard side when the water is coming out it only take up half of the ID of the hose if that makes sense.
I've run mine with the hoses off & the water flow out of each side was roughly equal at a little over half the ID of the hose at idle rpm.
Have you had the Port head off to have a look?

Are you sure the area behind the slot at the bottom of the stbd cylinder is clear back into the main water jacket? Tried running a stiff wire through the slot?

I have a 1995 evinrude 90hp that Im fighting with water pressure, but I removed the two thermostat hoses your talking about and used the muffs to check the flow. I have full flow out of both of mine. I have a picture but its not letting me upload, send me your email if you want to compare it to yours.

So I wanted to update everyone after taking pretty much everything apart and trying way to many things I ended up going back into the lower unit to investigate. The reason for my overheating was the plastic key that holds the rubber impeller in place. For some reason it rounded over. I put a new one in and runs perfect

Those keys are directional and are supposed to wedge the impeller could you have installed it backwards?

No it was installed properly I’ll take a picture when I get home you can see the side that is supposed to wedge the impeller it’s broken and rolled over

Sharp edge of key leading when turning clockwise viewed from above?
