Johnson 112 loses power on plane

the motor was flooding a few weeks ago and couldn't even idle. Let me preface by saying the bottom carb was flooding. Cleaned the carbs really good, and bought the rebuild kit and replaced all of the gaskets floats needles etc. after replacing it still flooded some on the bottom carb, so I adjusted the level just a bit, and it idled perfectly out of the water. Put it in forward and reverse gave it some gas no flooding. All seemed good. The true water test. Today. Cranked right up. Idled out. Went to get on plane and it lost power. Still kept going just wouldn't get up on plane and get any speed. I had to put it in neutral for a second. Full throttle. It would jump on plane and then lose power. Two questions here. Did I adjust the float too much and not enough fuel is in the bowl? Secondly. How can I test this again without driving down to the lake to test it out. I can't adjust anything out on the water. Compression checks ok. No water in the fuel. I only adjusted the bowl on the bottom carb as that was the only one flooding. Thanks all for any help!

Are you getting adequate Fuel to the carbs?
Are the carbs Synced with each other and with the Spark Advance?

Recheck the Float Height,
When you 'cleaned the Carbs, did you remove the Core Plugs and clean the areas behind them?
