johnson 115 Compression

Have a johnson with compression in the 4 cylinders of 125 125 125 and 140. Should that be good? I've heard it should be within 15% of eachother. I am having trouble with the motors only pushing the boat about 5 mph. I Dont think the powerhead is the issue. Maybe something electrical? When i turn the motor on it revs up and down by itself, and I can put it in gear w/o issues, but only tops out around 5 mph. What do you guys think?

De Carb it & check compression again-
Sounds like the carbs are ready for rebuild-
