Johnson 115ETL78C Throttle Linkage Question w/pics!

Is the throttle return spring supposed to return the timing plate to its starting position?
Flywheel removed, timing plate moves with little to no resistance. No dried grease is apparent.
Removed control cables and operated throttle manually (pics 1-3). When I let go of throttle it only returns half way. Doesn't seem correct. Any input would be greatly appreciated

That is operating correctly.--Very little can go wrong or out of adjustment there.------You may get positive results if you explain what your motor is doing / not doing.----If you are having running issues then the first thing to do is a compression test.----Post your numbers.

Compression test numbers are: 110/110/115/110. The engine was not to operating temp because when i start the motor on muffs it revs very high just dies when I move the warmup lever to the RUN position. When I start the motor on the water same thing except I push the shift/throttle lever forward just before it dies and once its in gear the motor runs good at WOT, but when I pull back on the throttle to neutral the rpms are still too high to shift into reverse or fwd again with out grinding the gears

Adjust the little black wheel on the cable at the motor.------That should pull the lever against the idle stop.-----If it stalls on you the carburetors may need cleaning.----How did it run for you last season ?

I have tried adjusting the black wheels on the cables at the motor, but it didn't even move the lever at all. It felt more like the cable was pushing towards the remote control, but that lever didn't move. I will try again after work. Thank You for taking the time to read/respond to my posts. This boat/motor is new to me. Had it out on the lake three times. Ran okay except for the RPMs wont go down enough to shift smoothly or idle. I have to use my trolling motor in the "No Wake Zone",lol

Lot of iffy boats being sold to eager buyers these days.----I can not see, feel or hear your motor.-----Sounds like this should be easy to determine what is wrong.

Step one is to remove the cable at the motor. Step two is to set the lever at the motor to the desired position. Step three is to increase or decrease the cable length as needed, using the adjustment wheel. Step four is to attach the cable to match the position of the motor lever. Don't try to move the motor lever by adjusting the cable.
