I can’t keep my 1996 115hp Johnson ocean runner from stalling out at idle without constantly holding in the electric choke on key switch to keep fuel going to carbs what can I do already rebuilt carbs but no luck

The electric primer is a valve.------It puts fuel directly into the back of carburetor throat.----This fuel bypasses the carburetor metering circuits.-----This suggests that carburetors need attention !

Should I change them I rebuilt them completely but they are still acting that way I can run wide open but cold starting I have to keep hitting the electric choke to get it warmed up once I run it a minute it’s good crank right up but if fish a minute and try to start I either have to hit the electric choke and get it going again till idles long enough to put it in gear once in gear as long under load it runs fine and will plane off without hesitation

Idle channels under a couple of gaskets on top of the carbs. Idle speed jet in the middle front, high speed jets (2) on the carb bowls. Need to open the idle channels and spray carb cleaner in the openings. Take off cover bolts as appropriate and spray out the high and low speed jets. I always disassemble and soak, but you might have success with use of carb spray.

Not sure exactly what motor you have, but most of those motors have the plastic carbs. These carbs do not have idle needles. The idle needles are located in the throttle bodies. A side cover allows access to them. Did you clean them?

I would expect you would need to remove the carbs and throttle bodies and clean and replace all gaskets, including the "spagetti" seals on the base of the throttle bodies and carbs. Also make sure to clean the intermediate air orifice.

Compression test values should be posted.-----Model # should be posted.-----There are 2 different 115 HP models in 1996 year.----But I think this is the 60 degree looper.
