Is this repairable? If so what would be the best repair and what would be the most cost-effective repair? Could you weld on a new plate? Thanks.

If you don't get any water spray coming up around the mtr when running it, I wouldn't worry about it. If it bothers you, take it to a good welding shop and they should be able to piece it back together.
