Johnson 200 carb adjustment

I've got a bit of a Frankenstein engine, 1990 Johnson 200 VJ200SLESE. Unfortunately it has '94 carbs on it (they have an idle adjustment needle valve, '90 carbs aren't adjustable). Can someone give me a quick rundown on the adjusting procedure and an initial starting point? (I have a 1990 factory service manual but obviously it doesn't have any information in it about '94 carbs.)
