Johnson 28 spl starting issues

I searched the forum and couldn't find an answer.

The starter on my engine turns but the starter gear doesn't pop up and engage the flywheel. What do I need to replace to fix this?

Sounds like low voltage getting to the starter motor. First check the battery voltage WHILE cranking. Should be above 10 volts. If thats fine, check voltage at the starter motor stud WHILE cranking. should be 9.5 minimum or higher.
If the starter voltage doesn't equal battery voltage within .5 volt you have cable/connection/solenoid issues. If the starter voltage WHILE cranking is higher than 9.5 volt, and the drive isn't lifting, either the pinion spline is gummed up (simply lube the spline)or the starter is bad.
It is also possible you have the battery connections reversed......:(

It turns out spline was gummed up. Hosed it down with some wd40 and grabbed it w/ some channel locks and it freed itself up.
