Hello, I have a 1989 Johnson 28hp SPL Outboard. It idels pretty well and once you put it in gear and roll on the throttle it runs good untill just before half throttle at this point it drops the RPM rapidly, it will not cut off it runs like this untill you roll the throttle back to just below half.
Things I have tried: took apart carb(amazingly it was perfectly clean) i checked and manualy cleaned all jets etc. i have good even compression, the fuel pump is pumping properly, i installed a new power pack, new spark plugs .
The only thing i found weird was when i removed the powerpack ground on the river and then reconnected it it ran good but i still noticed that it wasnt getting to the proper rmp. it lacked in power to where it would not even plane. it will run for maybe 1 min this way then slowly losses power untill it shuts off. when i restart it has the same problem with not going past half throttle. i have messed with the black timing cam under the fly wheele, if thats what you call it.
i have also ordered a repair manual but it will not be here for 1 week at least.
