Johnson 28hp SPL will not run to far past idle PLEASE help

Hello, I have a 1989 Johnson 28hp SPL Outboard. It idels pretty well and once you put it in gear and roll on the throttle it runs good untill just before half throttle at this point it drops the RPM rapidly, it will not cut off it runs like this untill you roll the throttle back to just below half.
Things I have tried: took apart carb(amazingly it was perfectly clean) i checked and manualy cleaned all jets etc. i have good even compression, the fuel pump is pumping properly, i installed a new power pack, new spark plugs .
The only thing i found weird was when i removed the powerpack ground on the river and then reconnected it it ran good but i still noticed that it wasnt getting to the proper rmp. it lacked in power to where it would not even plane. it will run for maybe 1 min this way then slowly losses power untill it shuts off. when i restart it has the same problem with not going past half throttle. i have messed with the black timing cam under the fly wheele, if thats what you call it.
i have also ordered a repair manual but it will not be here for 1 week at least.

check your spark immediately when it acts up, could be coil failing

I do think it is either power pack or a coil, however i have put a brand new cdi powerpack in. so today i will rev it up and when it starts cutting back i guess i will pull a spark plug.
Would this be the way to check?

okay so far good news, after being advised to check the coils i found that the edge of the bottom coil was a little burnt the grounds were all munked up. so i filled them down and put them back on and it will now rev up high out of the water with no load.

Tomorrow i will go to the river and check it out under load. Thank you for the advice and if you have any other ideas please throw them my way.

one way, or use a spark tester. use insulated pliers.

Is there any way to tell what the rpms are without installing a tach guage? i have a metter that reads rpm and rpm x10, it clamps onto my spark plug wire but im not sure if it is accurate.

I would give it a shot. I would use idle speed to check accuracy. It should idle down to around 700 RPM in gear. If it reads twice that, then just divide by two.

OK so i just went back out to check it again and it is doing the same thing .. again. i have no idea what is going on.

Does the screw that pushes against the timing cam controll idle or is it the adjustment in the linkage on the carb. There is also an adjustment near the screw that controlls the timing cam . it sits on a rod that is connected back to the shaft that moves the carbs butterfly.
