There is an epoxy product that coats the inside of gas tanks. I saw it at a motorcycle dealer I used to work for. To remove the rust, grab a handful of screws and put them inside with some non-combustable cleaning solvent. Then shake like crazy. That'll remove a lot of that rust.

My Pop used to use a couple handfulls of coarse sand and solvent. No matter what you do, just make sure the can is rinsed really good after cleaning.

How about sandblasting? I have a small sandblasting unit that I picked up from Home Creepo. Has a small nozzle that you just stick in a bag of sand. Attach to a small compressor and try to blast as much rust as you can. Follow by flushing out all of the sand. Than coat with the stuff that Willy is talking about. You can get it here www.jcwhitney.com
