I was running about 18 mph when the motor hit a stump and kicked the motor up out of the water. The motor was turned off and positioned back into the water and cranked back up, the water pump was working fine and the motor runs at trolling speed with no problems. The motor will not run at a higher speed with out skipping. When throttled up the motor will skip about every 2 seconds. The prop does not appear to have any damage, any suggestions on what this hard jolt did to this once fine running machine? Thank you. model J30ELEEC sep 1998

Buy it a skipping rope :D
Seriously though is there any visible damage down on the lower unit. Are you getting any abnormal vibration that you did not get before ???

There is no abnormal vibration and only the skeg seems to have been bent but not the prop. thanks for the welcoming Admiral

Does it feel like it's hitting a stump slightly when it skips, or just momentarily losing spark? If losing spark, I wonder if you might need to just check your ground wires? If feeling like hitting a stump, it may be a clutch dog.
Also, I believe your motor may have a rev limiter. I wonder if it's possible that something is causing your motor to overrev and get into the rev limiter, or if the rev limiter was damaged and kicking in early?
Just some guesses,

Sounds like a couple of good guesses, to me it seems to lose spark all at once then cut right back in almost at the same rpm. Ill have to check it out saturday if it gets above 40%....... Thank you sir.
