They recalled those just to put on a new sticker (50:1) due to some rust/corrosion while being stored for long periods of time. You can still run it at 100:1, but 50:1 is safer, especially if it goes for long periods w/o running.
1986-1994 30 is actually 35 hp. If you check the Evinrude parts list you'll find that there is no difference but cowl in the "30" and 35. Marketing. 50:1
for less than 6000 RPM. 25:1 above that.
