Johnson 50hp 4 stroke

I have a 2003 Johnson 50hp 4 stroke, BJ50PL4SR, serial number S 1802****, with a 2200uF capacitor( see attached pics) soldered to a grey wire and a black wire just below the engine control module.
This engine was part of a pair.The other engine also has the capacitor but it's only attached at 1 terminal.
I've looked though the service manual and there is no mention of this cap.I've also spoken to 3 Johnson/Evinrude dealers and they have no idea why it is there.
Does anybody have any clues as to why it's there??

Both engines have identical rev counters with the engine diagnostic lights.the lights all work on both gauges but neither rev counter works.I don't know if this is relevent to the caps or not
