Could be a spun prop. What engine is it?

I agree. Try drawing a line across the hub and prop, or use the cotter pin as a center line. Run the motor in the water until you hear it "rev". Pull the motor and inspect the line. If it is no longer lined up, your hub is spun, and you need to get it re hubbed, which is much cheaper than getting it brand new. Although, depending on the condition and age of the prop, it may be in your best interest to replace it completely. That decision is yours.
