Johnson 6 HP 1967(CD-24) Runs but no idle

I have been updating this outboard with new impller, new points, new condenser,new thermostat, new plugs. Have de-carbed with Seafoam.
Issue one:
Running it in the garage can "tank", I cannot get a good idle. It will run fine when throttled up, but if I let if drift down past "start" to "shift" it shuts off. Usually just before the cam follower leaves the cam. Also I note that whenever I take my hand off the throttle handle, it rotates off automatically- is that normal?
Issue 2: The armature plate seem to stick as I turn the throttle arm- where are the lubrication points for this part. I have a Seloc manual but does not seem to show much.

The carburetor is the first place to look concerning the no idle. Clean it thoroughly and put in a kit.

Chances are 99% that the coils are rubbing on the flywheel magnets. That is what is causing the drag on the throttle. Move them back till they are flush with the machined edges on the posts where they sit.

I would check the carb and it possibly could be a weak fuel pump.
