OK here's the news on the timing. Took the motor to my friend who has a small engine shop. The timing mark on the fly wheel should be lined up with the first mark on the timing plate when the piston is at Top Dead Center. Then rotate the motor too the second mark. Set the points too open to .020 as labeled on the fly wheel. When the points first open, this is the point when you have spark. I was setting the timing to the key way pointing at the wiper on the points, Wrong. Timing was way off, it never will start when the timing was on the exhaust side of the timing. Putting this pain the A.. back together. Let there be life, or were going to have a bon fire.
