FOUND THE PROBLEM !!! HURAY! After three different Top tec's in our area. I tore it down again and found out that the top cylinder sleeve had turned or twisted 25% in the Alum. block, New power block! got a used one in good shape $200 and were all set now

Wow, that's a rare one.,.I was also going suggest checking your trigger magnets under the flywheel. A buddies 25Merc had one come loose and slide around to the other one. Wouldn't run more than 1500R's and shook like a dog dropping a peach pit!! Safe boating/keep it keel side down!
