Johnson 88 spl (1995) bypass cover question

I just got rebuild powerhead. In old top starboard bypass cover (right picture) there is small pipe for rubber hose. New bypass cover (same part number)- not.
What is purpose of small pipe? I'm little lost.Thanks for any suggestions.

The wee pipe is part of the recirc system.---Just swap the covers.
