johnson 90hp 1989 low power

My engine starts fine run great too while idling.
The RPM is too low to get it out of water.
I ckecked the fuel, no water, rebuilt the carbs, no flooding.
I'm wondering if the firing order is ok?
When they give the order left or right, is it looking at the rear when standing behind? Are the coils connected directly to the plugs besides?

Some basics: do a compression check on all 4 cylinders. Check the condition of all 4 plugs after idling for while:do they all look the same? All wet/dry? Check for spark on each plug with a spark checker or an inductive timing light.

The spark plugs are wet and dirty.
They are new from last week(at that time the carbs weren't rebuilt.
Should I replace them again?
How does the firing order works?
From left to right, top and bottom? Mine is-----1, 2----,---3,4----.
Should it be connected directly to the coils beside them?

The plugs will usually be wet an black at idle. Sounds like fuel is not an issue. The coils are usually mounted next to the spark plug they feed. There is a specific logic to wiring them to the pack. Unlikely the firing order is off, or the engine would have some backfiring through the carbs/exhaust.
