Johnson Bombardier 9.9 won't exceed idle speed

We have a Johnson Bombardier 9.9 HP outboard (model #J10RSR) that ran fine when last used (early June '16). It sat unused until mid-July. In July, the motor started fine and idled smoothly, but cranking the throttle (it's a tiller steer model) made no difference. The engine wouldn't rev (in gear or in neutral) and didn't seem to get much past idle speed.

We tried using a different fuel tank , we replaced the fuel and we checked the fuel-filter (which looked OK). Nothing seemed to make any difference.

Any ideas of what else we might check before I take it into the shop? The manual doesn't offer much in the way of troubleshooting....

Raise the tiller arm a little so you can see the back of it and make sure the gears are meshing so it actually turns the mechanism that increases your throttle. Turn the throttle and watch for all to turn. You can do this without it running. Watch for the throttle mechanism to actually turn when you twist the grip. If all is turning we will go from there.

Thanks, I'll take a look and report back. I do think the linkage is OK, though, because when I popped the cowling off the motor, I could see the throttle mechanism (I think that's what it was) move as I turned the handle on the tiller. The mechanism on the motor was travelling as far when the tiller handle was turned as when I reached in and manually tried to give it more gas.

has to be in gear to go past fast idle.

[i.e., With the motor off and in gear, should be able to rotate the throttle plate clockwise by hand to WOT. ]
