johnson fd 13 18hp seahorse hard starting

This motor runs great once you get it running. It is a bear to get started. Any ideas would greatly be appreciated. We have already replaced the cracked coils. Made a big difference but it is still hard to start.

If it runs good after you get it cranked my guess would be the choke is not closing fully. Take a look it should seal off pretty much totally, no crack top and bottom. I have seen this problem on old Johnsons, the linkeage gets sort of loose and worn.
