Johnson Outboard Low Power

Friend has 1985 15 HP Johnson. Two days ago while under power, friend thought he had hit an object in the water because motor power dropped to about 1/2. He felt a change in his hand that was on the throttle. Full throttle only provides about half of the normal RPM. No evidence that we struck an underwater object. Again today with fresh gas and oil mixture, engine power is about 1/2 of expected power. Suggestions?
