Picking up an 18' 1994 Nitro with a 94 Johnson 115 on the back. I am getting it for a steal of a price, I can't say no. It has been sitting since 2013. When I went to look at it obviously the batteries were dead, but I was able to jump off my truck. The fuel was left in it and the gentlemen wasn't sure if it has stabilizer in it.
-Surprising I was able to get it started. It would run only if I held in the choke or if was quick enough to push the throttle forward in neutral. It blew a lot of white smoke, but I only ran it for about 45 seconds or so. I am hoping the smoke was simply since it hadn't been run in year and there was moisture in the exhaust or something. The guy with me also pumped the primer coming from the oil reservoir, so it may have been burning that extra oil as well. My main concern was just that it would turn over.

Here is what I plan to do, and I look for guidance as to what else would everyone else do:
Replace batteries
Drain fuel
Clean both carbs
Check fuel lines (possibly replace primer bulb)
Replace impeller
Fresh gear oil in lower unit
Replace spark plugs
Change fuel filter (possibly add fuel/water seperator??)
Check other tubes/oil lines.. replace as needed
Fresh fuel

Is there anything I should do with the external oil tank? Should I open it up and clean any sludge that may have accumulated in 3 years?

Anything else big that I am missing, or you would recommend doing?
I have only ever owned Mercury engines.. this would be my first Johnson.

Give it a good lake test and keep an eye on the temperature
