Johnson spring clip

Recently rebuilt my 1984 Johnson 235 hp outboard, and have a part left over that I dont know where it goes. It is a spring clip part number 0304076 and is shaped in an arc about 3 inches long. The engine runs great but sometimes over revs on startup I wonder if this clip will prevent that. Has anyone ever heard of this part or know where it goes?

get creative with a google search... you'll find a diagram and be able to pick out this part number. then you can see where it goes and if it would cause your cold start revs.

Here is a picture of a 304076. Anybody recognize it? I don't.
