that is not a 15 inch transom so your engine is fine and the length of motor is 20 inch.
I would check compression on all cylinders and do a lync and sync if the numbers come up ok.
that motor should be hitting 5500 rpm, it wont hit 6000 rpm as the limiter will hold it back from that.
the power is maxed out at 5500 rpm so best to prop for max rpms of around 5300 to 5500.
when its running flat out check the fin on the engine the doel fin should be just on top of the water not below it or even.
it needs to be about 1/2 inch above water to have engine at correct running height..
