I have a KMR 700U with a wired remote KCA-RC107MR that have worked flawlessly for many years. When I press the power button on the head unit to turn the unit off it powers back up after about 7 seconds. If I press the power button on the wires remote it does nothing. Everything else seems to work fine.

Take the battery out of the remote and see if you turn the head off and it stays off.

Reread - Disconnect the remote and try it.

I disconnected the remote from the back of the pre-amp and the head unit still powers up all by itself after about 7-10 seconds.

You have a short or a failing component (Switch) in the head unit. Most likely the power switch itself.

The 7 seconds is interesting though. Too long for a amp dwell.
