I have a 21 foot aluminum boat that weighs 2800 dry.
I have a 1975 15 hp long shaft Johnson 2 stroke that weighs 77 pounds.
For inland water it works well. Can troll very slow and has a top speed of 5mph.
I currently in the process of upgrading to a 15 HP long shaft Honda 4 stroke.
The weight of the 9.9 an 15 HP Johnson is the same and they have the same power head.
Difference is in the Carburator and exhaust tuning and I do not believe make much difference untill reach the top range of the rpms as far as power.
If your boat is 22 feet I would not go smaller a 9.9.
Also you need a high thrust prop.
My motor started on a 14 foot aluminum the standard 3 blade prop was fine.
When changed to a long shaft and put on my 21 foot boat it would not back up at all against the wind.
I tried two 4 blade props and the one that works best is 10 inch by 7 pitch 4 blade.
It back up very well and has top foward speed of 5 MPH.
I boat 50 percent in the ocean and the motor is used most of the time to back into high winds to slow our drive.
With the 2 stroke the wind will blow the smoke into boat and make it smelly.
In the wind out boat will always point with the bow down wind.
Also in the ocean or large lakes with swells you will need a long shaft to make sure the prop does not come out of the water while backing.
Out motor goes completely under when backing in to swell 8 feet or Larger and the the prop will come out of the as the swell passes under the boat so must run at just above idle.
Out here in California many lakes used for drinking water will not allow 2 stroke moters and also lake Tahoe will not allow 2 stroke motors.
Most have now changed to allow 2 stroke motor if meets CARB 3 rating and the fuel you are usingdoes not have MTBE.
I steer our motor with a EZ Steer and that works very well.
I took 2 motor mounts for 20 hp outboards and mounted them side be side the made a new mouting board to tie both mounts together. Then Made a handle to connect the releases together so can easily raise and lower.
