I have had to add a nylon washer to my cam as i cannot undo the adjustment screw last time i used 2 steel washers and it was rusted really bad when i took off the lu this year. you may need a thicker shim use staineless or nylon at any lowes specialty washer cabinet

You have the factory washer under the cam?

I have a factory spacer and because my cam was dammaged by socking up the LU in rev the first time i did one with the engine tilted put big nick in the cam I had to file it to normal shape, and add a spacer washer PB Welded to the bottom of the cam to compensate for the missing material. also .I could not undo the nut to adjust the linkage to the lockdown so that was my fix

Are you sure the cam is in the right rotational position? Could it be off by one tooth and thus not pushing the rod enough? (This assumes it sits on the shift shaft, like on my old Merc)
