Check the engine oil, ask what work it needs, could need a new block.
If he can't start it I wouldn't bother unless you don't mind swapping out the engine and have the money.
Its priced like the engine is shot.
I'd check the transom and stringers too, any soft spots on the deck.

That's the dreaded Merc 470. In addition to being underpowered, it's a problematic engine design. I'd steer clear of it unless you were considering repowering anyway. Looks like a nice size boat for the money but older fiberglass boats, especially ones exposed to the elements for a while, are prone to rot in the deck, transom, and stringers. Check carefully for any soft spots in the floor and check out the transom as best you can.
