Late 80's Johnson 50hp Seahorse, will not open up in Forward

In neutral or reverse I can open my throttle all the way just fine, but when I shift all the way forward the carburetors open but it's like I'm only at half throttle. I checked the carbs also and they are clean as a whistle. Sparkplugs look to be firing nicely and runs good on my hose pipe flusher. My instincts are telling me it's the powerpack. I'm close to purchasing a new one but don't want to buy it and it's not the problem. I'm mechanically inclined but amateur at best when it comes to outboards. My main question would be is that is there anything in the bottom end that could also cause this problem? I'm thinking the coils are fine because I'm getting spark, but think the powerpack is faulty enough that it's not sending the correct voltage. What do you guys think of my theory, or should I step away from the outboard? lol

trouble shooting is the only thing that works.---------What are the compression readings ?

Absolutely! I hadn't did a test yet but I'll do one this evening and post results, Thanks for the response!

This seems to be the very same problem I'm having....It's going into slow mode only under a load. Now I'm thinking it may not be the power pack. Wonder if this guy ever solved his problem?
